It's not something they could control, like a passive skill that just activates through some special specific condition.
Like they're connected through the memories of the Past and Present.

Historia is a blood decedent of the royal family which has a strong relation to the founding titan so I doubt she can be viewed in the same light as other ethnic Eldians. Plus there's so much still to be understood about the powers, it's impossible to know, at this stage, if she saw those memories because she touched the letter or because of her emotions at the time/Ymir's when writing it...a power that transcends physical realm and time is too mind boggling to even guess something like that lol
